Students' Union

The College has a students’ Union
named Panchayat College Students’ Union and a bonafide student of the college
is so motto its member.

The objectives are:
a) To organize debates, discussion on general, cultural, academic, national
and international problems.
b) To invite eminent persons to address the Union.
c) To work for betterment of material the cultural life and to inculcate moral
and spiritual values among students.
d) To take up such other activities as proposed and duly approved by the Union
subject to final approval of the Principal.

Student’s Union Fund :
All members of the Union shall pay an
annual membership fee of Rs.9/-. The sum is to be collected by the College
Office in the beginning of every academic session.
Only the Secretary shall make
application for advance to the Principal through the Adviser. Such application
should clearly state the amount required and the purpose thereof.
No application for advance shall be
made by the Secretary or entertained by the adviser unless accounts with
proper vouchers and other documents, if any, in support of the statement of
the expenditure have already been submitted in respect of advance drawn
previously.
A student of account showing the
receipt and expenditure with the relevant documents & vouchers shall be
submitted by the Secretary to the Adviser within a week after the expenditure
of the amount. Vouchers must be either printed cash memos from the firm or in
the prescribed format supplied by the Account Section. Such statements shall
be entered in an Account Book maintained by the Secretary and signed by the
Adviser.
The vouchers and documents shall be
filed for reference. The account shall indicate the details of the vouchers
like the number of bills, particular of the article, data and purpose of
purchase and name of the supplier.
The Principal reserves the right to
grant or reject any application for advance. He can call the Secretary to
submit the Account Book for security at any time.
All payments shall be received by the
Adviser on behalf of the Union. The Adviser, may hand over the advance in
installments., if he thinks it proper.
The audited account should be presented
to the members of Union in the Annual General meeting by the outgoing
secretary.

The Executive Committee:
There shall be an executive Committee
of Union consisting of the followings:
a) The President b) The Vice-President
c) The Secretary d) The Joint Secretary
e) A class representative from each of the three-year Arts/Science/Commerce
and art-II and Part-Ii classes of P.G. classes taken together.
f) One woman student’s representative elected by all women students of the
Union.
A) Functions of the Executive Committee
shall be :
i) To draw up the programme of the
Union activity.
ii) To prepare the Union’s Budget.
iii) To undertake such other activities as are consistent with the objectives
of the Union in accordance with the constitution.
B) Meetings of the Executive Committee :
i) An ordinary meeting of the Executive Committee may be called by the
Secretary in consultation with the President and the Adviser. Notice of such
meeting with data, time place and agenda shall be given to members at least 48
hrs. prior to the meeting.
ii) An extra ordinary meeting of the Executive Committee can be convened by
the Principal at any time giving notice to the members at least 6 hours prior
to the meeting.
iii) A meeting of the Executive Committee shall be President or in his absence
by the Vice-President or in the absence of both by any member of the committee
elected by the members from among themselves.
iv) No meeting of the Executive committee can be convened without the Adviser
or Associate Adviser (if the Adviser is absent),
v) Not less than fifty percent of the members of the Executive Committee shall
constitute the quorum.
vi) The minutes of the meeting shall be taken down by the Secretary. A copy
there of shall be submitted by the Secretary to the Principal through the
adviser within 2 days of the meeting.
There shall be an Adviser and Associate
Advisers nominated by the Principal from among the members of the teaching
staff.
a) The adviser shall be present at
every meeting of the Executive Committee and of the Union. He will assist by
helpful suggestion. Whenever necessary, in the proper conduct of the meeting.
The President may refer to him any rule for interpretation & the decision of
the adviser when so referred to, shall be final.
b) The adviser may at any time during a meeting at request of the President,
explain the scope and effect of a motion of amendment.
c) The Adviser or Associate Adviser will not preside over a meeting of the
Union, unless specially requested to do so by the President in writing.
d) The Associate Advisers shall assist the Adviser in the proper discharge of
his duties and in his absence perform all his duties.
e) In the absence of the Adviser(s), any member of the teaching staff may be
requested by the Principal to take his place and discharge all the functions
of the adviser(s).
Any bonafide student of Degree/P.G.
class is eligible to stand for the Presidentship of the Union. The President
shall preside over all ordinary or extra ordinary meeting of the Union at
which he is present. He shall be responsible for maintaining order. Without
the presence of Adviser (or in his absence the Associate Advisers ) no meeting
shall be held.
a) A bonafide student fo Degree/P.G.
classes except a final year student is only eligible to stand for the
Vice-President ship of the union.
b) In the absence of the President, the Vice-President shall assume all rights
and discharge all his duties.
Any bonafide student of Degree/P.G.
classes can stand for the Secretaryship of Union.
a) The Secretary shall arrange debates, give notice for meetings and record
the minutes of every meeting.
b) The Secretary shall maintain details of all accounts or expenditure
incurred by the union during the year supported by vouchers which should be
passed by the adviser (vide clause 4( c) ). The secretary shall submit
requisition for advance under terms of expenditure as approved by the
Executive to the adviser of the Union/Cultural Association as the case may be.
Any member of the union, except a final
year student can stand for joint Secretaryship of the Union. He shall assist
the Secretary in the discharge of his duties and in his absence shall perform
all his functions.
The Office-bearers shall hold office
for the entire session unless they :
a) cease to a member of the college
b) voluntarily resign in writing addressed to the Principal
c) are removed as provided in rule II.
d) An office bearer who fails in proper discharge of his duties may be removed
by a vote of no confidence passed by 2/3rd of the members of the Union present
at an extra-ordinary meeting called the purpose. A no-confidence motion may be
brought against any office bearer on the ground of the failure to discharge
his/her official duties only after 15 days of the submission of the proposal
in writing to the principal. The principal of his nominee shall preside over
such an extra-ordinary meeting. The voting will be by means of secret ballot.
ii) Any office falling vacant will be filled by nomination by the principal in
consultation with the president and the adviser.
a) Ordinary meeting of the Union shall
be arranged by the secretary in consultation with the President and the
Adviser.
b) Ordinary meeting of the Union shall take place at least once a month.
The Secretary shall give a notice
before each ordinary meeting containing the following particulars :
i) Data of the meeting.
ii) Place of the meeting.
iii) Subject for debate or discussion.
iv) Name of last/first two speakers.
The Secretary may with the written
permission of the Principal invite persons who are not members of the college
to take part in debate or discussion. Such persons will speak after the motion
has been duly proposed by the members of the Union.
a) Notice of Amendment must be put at
the specified place for the purpose by 12 noon on the day proceeding the data
of meeting.
b) No amendment will be allowed which is inconsistent with the original
motion.
c) No amendment shall be valid which is not duly recorded in the meeting.
d) When an amendment is proposed and seconded members may at their option
speak either on the amendment or on original motion.
a) In the absence of both the President
and the Vice-President in ordinary meeting the members present will elect a
Chairman from among themselves, the Adviser taking the chair till the election
is over. The Chairman shall assume all the rights and discharge all the duties
of the President during the meeting.
b) At the commencement of each ordinary meeting the Secretary shall read the
minutes of the last ordinary meeting of the Union, the minutes, on being
approved by the members present shall be signed by the Adviser.
c) Every speech shall be relevant to the subject of debate or discussion. No
personal reflection shall be made in course of the meeting.
d) No member other than the mover of motion shall speak more than once in
course of the debate. At the conclusion the mover may at his option reply to
the debate.
a) At the conclusion of the debate, as
soon as the mover of the original motion has exercised, or formally waived his
right to reply, the amendment, if any, shall first then be put to vote. If the
amendment is carried, the motion as amended shall be put to vote.
b) All question in the debate shall be determined by a majority of the members
present.
c) If the votes are equally divided the President shall decide the question by
casting his own vote.
The Adviser or any member may call the
Presidents attention to point of order even while a member is speaking, but no
speech shall be made on such point of order.
a) The President may call any member to
order, if a member disobeys or disregards any order or ruling of the President
or the Adviser, the President may forth with ask the member to withdraw from
the meeting and report his name to the Principal. If necessary the President
may dissolve the meeting.
b) In any case not provided for by these rules, the Adviser shall give a
ruling as to thes procedure and the principles already flaid down and his
ruling shall be final.
i) An extra-ordinary meeting of the
Union may be convened.
a) at the Principal’s discretion or
b) on a written requisition addressed to the Principal and signed by not less
than 1/3rd of the members of the Union or
c) on the request of the President to the Principal.
ii) The principal or the Adviser or the nominee of the Principal shall preside
over an extra-ordinary meeting. When it is deemed necessary by the Principal.
a) Amendments to any of the rules shall
be considered in the Annual General Body Meeting of the Union.
b) No amendment which has not been seconded and for which a week’s clear
notice has not been received will be taken to be valid.
c) An amendment must be passed by 2.3rd of the members present at the General
Body Meeting and it becomes effective after the approval of the principal.
d) No amendment to any of these rules shall be given effect. Before the next
academic session.
The Principal shall be the final
authority in all matters relating to the Union.
