College Hostel

The Panchayat College Hostel has two wings: one for Degree and another for +2 male student with capacities of 60 and 40 sects respectively. The hostels are administered by the Superintendent and Assistant Superintendents appointed by the Principal for the purpose. A student who wishes to reside in any one of the hostels must apply to the Principal in a prescribed application form, obtainable from the college office. Allotment of hostel will be made by the Principal and allotment of rooms and seats by respective Superintendents. No students can claim as his right to continue in the same hostel beyond an academic session

Hostel Rules :

  • Students admitted to Panchayat College only are eligible for admission to the college hostels. Accordingly, when one ceases to be a student of his college automatically ceases to be a boarder. A student selected for admission in Hostel is required to pay admission fee, caution money, establishment fees and mess establishment for whole session at the time of admission.

  • Boarders should make their own arrangements for electric bulbs. They are to make their own lighting arrangements for temporary failure of electric Power. The hostel authorities will not be responsible for such failures. Use of heaters and loudspeakers is strictly prohibited within the hostel and any violation of the same would be punishable.

  • The Superintendent will remain in charge of the general discipline and enforcement of hostel rules. The Asst. Superintendent (if there is any) shall be in charge of the supervision of the Hostel Mess.

  • The authority to appoint employees of the Hostel and Mess shall vesit with the Superintendent. All boarders are so moto members of the mess. The members of the served in the rooms of boarders.

  • Superintendents should submit to the Principal a report on repairing work tobe undertaken during summer or Puja vacation, at last one day before the commencement of these vacations.

  • Bed sheets, chair and Cooking utensils will be supplied to the boarders. The Superintendent is required to conduct an annual check of the stock of hostel furniture and other articles and a report to that affect has to be submitted to the Principal before the commencement of the Summer vacation.

  • The roll call will be taken at least once daily at the time specified by the Superintendent.

  • There will be fixed hours for study and for meals. No boarder shall ordinarily be allowed to leave his room during study hours.

  • No boarder should remain absent from the hostel during the evening study hours without the permission of the Superintendent. No boarder shall be absent from the hostel after 11 P.M.

  • The Superintendent will be responsible for the maintenance of discipline in the hostel. He would have the power to punish boarders for a breach of discipline. All cases of misconduct must be reported to the Principal.

  • The following will be treated as breach of discipline or misconduct.

    • Too loud and noisy behavior.

    • Writing on or disfiguring the wails, doors or windows of the buildings.

    • Absence from the hostel without necessary permission.

    • Continued neglect of study.

    • Want of cleanliness and tidiness in the room.

    • Misconduct of any other description.

  • Smoking and intoxicant drinks are strictly prohibited in the hostel.

  • The Superintendent will maintain a conduct register where in the names of such boarders will be entered against whom there is reports of serious misconduct. It may render the boarder liable for removal from the hostel.

  • If a boarder remains absent from the hostel at night without any prior permission from the Superintendent, he must give satisfactory reasons for such absence. If he fails to do so he will be liable to expulsion from the hostel.

  • Any form of absence including absence on leave will require the sanction of the Superintendent.

  • Boarders are strictly advised not to take any sort of direct action against any cook or servant. All complaint should be brought to the notice of the Superintendent.

  • Hostel furniture, duly numbered shall be issued to the boarders and boarders shall be held responsible for any damage to the furniture issued to them. In case of damage to electric installations and water supply fittings, the boarders shall be held jointly responsible.

  • Fathers, natural guardians and other guests of boarders may be permitted to stay in the hostels for one night with the approval of the Superintendent. Boarders who bring in guests are responsible for the conduct of the guests in the hostel and for Payment of charges due from their guest. For guest meal the mess manager/contractor must be informed well in advance so as to make the necessary arrangement.

  • There shall be a Hostel students’ union to organize academic and social activities in hostel. The Superintendents shall be the President and Vice-President of the union respectively.

  • To manage the hostel mess, a committee may be formed with Superintendent as the President of the committee. The mess representatives will be elected by the members of the mess in the beginning of the session. Any decision of the committee may be voted by the Superintendent.

  • Asst. Superintendent should co-operate the Superintendent in all matters.

  • Monthly mess charges may be revised even in the midsession in the event of the change in the prices of food-stuff and other essential commodities.

  • Tuition fee will not be accepted by the college office unless a boarder pays all the hostel dues and produces the money receipt to that effect.

  • Once, in the beginning of each session, the Superintendent shall decide the data for election to be held for the different offices of the hostel, provided that normal conditions prevail in the college.

  • The boarders must clear their hostel and mess dues within 7 days of each month failing which their meals will be stopped from the 8th day till they clear up the dues.

  • In all matters of disputes, the final authority rests with the Principal
